Hello, new and intrigued

First, I've never seen a website quite like this one. I've read a bit, and I'm interested in knowing more.
I've played games since the dawn of the gaming machine, but I've played and stuck with RPGs for about 15 years now. Within the genre, most of my gaming goes into computer RPGs, but that's mainly because I've actually never gotten a good PnP group together, ever.
Usually, the others would either hate PnP, be too embarassed to participate, have no imagination, or attempt to GM with an iron fist. The few I've been in with any success have been while I've GMed, though I've usually been responsible for canning the campaign; this is due in no small part to how much I've hated PnP mechanics.
Now I'm not a developing fantasy novelist or anything like that, but that's not due to a lack of creativity. Instead, my interest is in mechanics - developing a system that plays as naturally, smoothly, and logically as possible.
After about 8 years of just messing around with ideas and such, I decided to actually put together a campaign based on all of the GOOD feasible ideas I've had. Now, for about 2 years, I've run a post-apocalyptic, though "realistic", PnP RPG with a few of my good friends, and to a great deal of success.
Before I write a short essay that none of you will actually ever read, let me wrap it up: I've stumbled onto this page and I'd really like to know what material constitutes a submission: does this site take stories, systems, catalogues of monsters/characters? Are only full packages published or can I just submit a core ruleset?
