The US army has been taken over by supers. Not by hostile force, when the supers were discovered in 1942 the army feared them and experimented on them. Then they found that with some changes to boot camp supers became excellent soldiers. They were so good in fact that now in 2012, the army is almost entirely run by supers.
This has brought further changes. Each super general has developed a secret lair and the army now operates out of these secret lairs exclusively. Additionally, the US was the only army to embrace the supers this way but because of it no nation dares attack them. This has lead to the supers getting a little stir crazy.
Are there normal people in the army? Yes, but they're mostly errand boys and messengers. There's no need to put them in harms way.
By the way, your the new errand boy. You've been assigned to General Allen McAlester, also known as "Atomic" in his early days. He was a real hero back in 75 when he defeated the Soviet Union (by himself). Unfortunately McAlester is suffering from early onset dementia and paranoia.
This was a dream I just had and thought with some tweaking it would be an interesting 'Minions' kind of game.
