Populating a rouge's gallery could be taxing mentally. Tables are good, another option would be to take the PCs copy and then twist them. In most cases that's what Batman's foes are. Joker is a reflection of Batman's let's say not quite sane lifestyle. Penguin is a grossification of his upperclass heritage. Two face is a reflection of Batman's dual nature. Etc etc.

Moriarty is a twisted Sherlock Holmes, almost a mirror image of him.

So take the aspect of the PCs that stand out, copy it and then twist it and you have their arch nemesis.

How to accomplish that, well that's up to you.

I'm also thinking that this setting would work really well if the players have a lot of narrative control. Maybe if you borrowed from Open Wushu the idea that the more complicated and outlandish your descriptions, the more roll bonuses you get? I don't know if that's the direction you're thinking of but it's an idea.

You know, this sounds like a lot of fun.

I think I might piggy back on this idea, if you don't mind SheikhJahbooty. I think I'm going to aim more along the lines of Munchausen then, but with less one upsmanship. I was talking to Eric after Fan Expo and he said something interesting in regards to Munchausen. A lot of people love the idea of the game, but not many people are really good about being put on the spot.

Maybe it's all about telling tall tales of one character rather than their own (which goes back to the zorro thing).

This is pretty much the way we played "Mage: the Sorceror's Crusade" almost ten years ago.

Great concept though, and a great new set of mechanisms would make this game awesome.

Here's my thoughts as to this kind of game, that doesn't really require a rogues gallery of some kind.

Now it's pretty mechanic lite, and by that I mean I don't really have much of a mechanic for it.

Each player takes control of one aspect of our hero.

1. Smarts
2. Romance
3. Wit
4. Skill
5. Being of the people

Of course, you also have to take over the negative side as well.

1. Pride
2. Lust
3. Overconfidence
4. Laziness
5. Being for yourself

That's what I have at the moment. The idea was that while you could get someone out of trouble, you would then be in control of how people would get into new trouble as you gallivant around. Yeah, that's kind of the extent there.
