Is there such a thing as a concept that absolutely cannot be made into a playable game?

well you could always go with a game where the concept is to not play the game. technically in order to play you would have to not play. that should work

No.
The reason roleplaying is such a great hobby is that it touches ion the nature of storytelling and the thought processes of humans. If you can think it, then it can be done (at least in a general sense). The question then becomes... is there anything that cannot be done well?
To that I answer, yes. However, as much of a cliche' as this is, it holds true: it falls to the players and GM to really make any game work.
The problem is that mahy gamers do not want to nor have the time reosurces to really make some of the more esoteric or human-interaction-type games work.

I think that anything can be played, it is just a matter of picking things that are interesting.

there are some ideas that cant be played.......all the ones that suck so bad that no one has ever played them.

They can still be played, it is just a matter of whether or not it would be worth it.
