I would suggest a complete stand alone game written for a free ruleset such as FATE, FUDGE, JAGS or YAGS I would like to think we decide which rule system. Ant suggestions/preferences? My thinking is that if all submissions are one system we could collate them in a single volume. The system would have to be suitibly licensed (ask sanglorian he is ninja good at that stuff)
As for length, I would say that if you create a setting that expresses your ideas and is something that could be played. Then it's long enough.
