An excellent question. This is normally used when weilding a weapon and you want to kill a human rather quickly. By having a blunt weapon in your hands and aiming for the head, you can kill another human in a single round.

I worry that if you start choosing small parts of the body (hand, foot, eye, nostril) then it might become too powerful. It depends on what you (as a player) are trying to achieve and common sense. If you are trying to knock a weapon out of someone's hand then that's a Disarm move. If you are wielding a large blunt and hit someone's arm, then GM should roll to see if the target drops their weapon. Not because the rules say so but because it makes sense. If someone hit me in the arm with a large metal pole, I'd certainly drop my doughnut! I'd imagine punching someone in the hand is rather hard.

In short, it's the GM's call and my general advice is that if it's cool and doesn't completely break the whole scenario then let the players do it!
