In my imagination, both your first name and last name are Gordon, and you have the super power to make duplicates of yourself.
Now that I've written that, I want to replace one of the pre-filled-out cards with Gordon Gordon, who is a clone of Gordon Gordon, and periodically all the Gordons get together to combine their memories into memory amalgams. And there are always clones in the tank because of all the things Gordon can't do or see or experience because all the existing clones are busy doing, seeing and experiencing other things.
Hmm, is that an odd neighbor? Or Transmetropolitan style weirdness?
I love cyberpunk and an update is sorely needed, so I'll attempt to cobble together a setting in the time I have. The Inspirational Links thread did it's job, I have quite a few threads of ideas already. Maybe I'm crazy to try to do this when it's technically the first i'd be making and I can't put much work until around next week anyway.
Are there any free systems I can use for the rolling side of things?
Dude, True20 is OGL. Of course you can use it. These guys aren't going to disqualify you for anything less than plagiarism. You could scour the internet for open source artwork, photos, line art, fonts, etc. anything free to use, or free with attribution, or free for non-commercial purposes can be thrown into your game.
If it's not open get permission or write or draw it yourself.
