I would concentrate on what makes your game different. In this case, it would be the use of money and resources to gain influence. I would concentrate on that and make it work in the game's context. Ensure that you keep a roleplay element to it or you will alienate the players.
*nods* Then I could just use something like FATE or something for the rpg half.
I'm still mulling that over, though I think for option C I might just make a Penny for your Thoughts Questionnaire and go into a little bit more detail with a couple of rule additions.
I also do which isn't much, but it's enough for me.
