Pros/Cons
+ Well described setting
+ Difficult pairing of films!
+ Nice layout
- Organisation a bit confusing
- Not obvious if the PCs play in wild west sleep state or not

Must include an NPC called Keeton
Yep, one of the emotional aliens

Proximity: How close to the two films is it?
It feels more like Wild West with psyonics. I need the setting to be more tightly defined to show the Dark City side more. Sure, it is well described but not from the point of view of what the players will be getting up to.

Complete: Is it complete? Could you run it?
Feels a little incomplete. I think I could run it as is. A little difficult to understand what adventures the PCs might get up to.

Attractive: Is it attractive to look at?
I like it. Hard on toner, though

Professional: How much effort went into layout and style?
Lots. I like it. Good generic images lift it.

Extras: Did they include actual cover, index, character sheet or any other cool things you get in a proper RPG?
Lovely cover, contents and character sheet. good work!

Conclude
It doesn't feel quite finished enough. Very wild westy with a hint of Dark City.

Thanks for the comments. Organization's always a hard point for me. That and keeping my thoughts strait. And the player's point of view. <sigh> :)

Thanks for running the contest. I think I've figured out how to fix the one mechanical aspect that was bothering me. I'll look at rewriting the world stuff more from the point of view of player characters and their goings-on.
