One of the features I like about Open Office .org version 3, is a pdf converter built right in.
I was able to load all of my old MS97 doc files in, and produce PDFs easily.

I had real trouble with Open Office when I was doing as you can't have a background that reaches the edges. For that reason alone I'd not recommend it.

Yes, you can have a background that reaches the edges of the page.
Just set the page borders to zero, and then put an invisible frame around the page and tell it that text has to be inset from said frame by X.

I haven't tried graphic backgrounds yet...I'm afraid I am a poor artist.
