A nice little rpg in the technothriller (Tom Clancy; Craig Thomas; Clive Cussler, etc.) vein.
Stray Bullet.
Nicely done and I don't think I've seen it mentioned here.
It's a real pity the author didn't put it in a pdf.

Oh! I can't believe I forgot this of all things!
Frenzy: Fast Action is a perfect little game for modern action and whatnot. What's available is a lite version of the original rules from '95 which are now out of print. The author is working on new rules. I hope he finishes this. I love this game!

Well I remember Riddle of Steel when Jake was still putting it together. The Forge also put up a ton of free ones that were a result of their Iron Game Chef contests. Big one that still comes to mind is Icar though.

M&M is a blast, I tried it.
At the moment the rules are undergoing some revision and by 2007 a second edition should be on-line.
