Silly Game - Magic 8 Ball RPG

I was thinking of an idea for a silly game to play. I'm not sure how to structure the story part of it yet, but my idea is that instead of a GM and dice, the final arbiter of any question in the game is a Magic 8 ball (or similar toy). When any conflict arises the player must ask the 8 ball a yes or no question. Once a question is asked, the same question cannot be asked again (unless the 8 ball tells you to). For instance, "Do I overthrow the empire?" might get an "ask again later" otherwise that player cannot ask if they overthrow the empire again.

Silly little idea just thought I'd share. Any idea how you'd build a story using an 8 ball for a GM?
