I don't know if you've seen this yet. The is here. I actually have this tech available for The Artifact in the player's handbook but it isn't a front and center technology and strangely the players, even the ones that love exploits that make them more effective, have not adopted it.
I think it would make a traditional game kind of boring. I think you could make a game where this kind of tech is front and center but it would take a very specific approach to work.
Actually I built in a buffer against the players becoming too reliant on the tech. I included a personal ECM system that is specifically designed to counter the smart rifle tech.
