Time is relitive. Game wise an hour can represent any amount of real time. If your play envirement is as rich as you say you shoud have alot of experiance with time as a game element. I'll put it to you this way. Is the real issue the time constraint or the packaging of the event bounded by it. Peraps instead of trying to fit in the time space you might pick a subject and make it fit the time frame. Also I think there are 6 choises for time so you can roll a D6 to chose.
