I'm binning licenses

I just never really used them. I also like the idea of things being without restriction unless the Star Enforcers specifically say so. I doubt anyone will shed a tear on this.

I found the licenses to be a bit of setting colour that I liked. It added verisimilitude. Perhaps a note that licenses are only rarely enforced would work instead of dumping them entirely? That said, if even the designer isn't using them, it is probably a superfluous part of the game and should be scrapped.

Although they do fit rather nicely with the new "What you can get away with" section, I have never seen the need for them. Hangover from the days when I played Paranoia, I think!
