Be careful with adding NPC's to the party. It's easy for the players to rely on them for everything... even thinking. An even more insidious trap is if the GM gets to attached to a pet NPC and starts running it like a pc.

For just two players, cop drama could be a good way to go. You have just the two main characters, plus you have supporting NPC's as needed. And only as needed. Having an organisation behind them helps with some of the burden normally borne by fellow pc's, no matter how understaffed and underfunded that organisation may be.

A good point, Kinslayer. I have put a bit into the GM section that suggests that if you are short on players then use a Automaton Medic to be an NPC. You can give them a quirky personality, they won't get involved in fights (avoiding the NPC-being-powerful-and-doing-the-dirty-work), they can carry stuff and most importantly patch the PCs up when it all goes wrong. I can heartily recommend this in a system that is as madly deadly as Icar is!

A single shot from the least powerful hangun can kill any human. Yes. That's pretty bloody lethal!

Its also representative of reality. Combat is best avoided!

Combat in Icar is like nuclear weapons: it's terribly deadly, fails at being a deterrent, and you don't want any of it near your face.

It's unintentionally very funny. I think what makes it so is the silent pause, an immediate retraction and then relieved nervous laughter.
