I mean I can see a PC with this have the ability to use either hands equally well.

Yes. Is your question about benefits of it? Perhaps its not very useful.

No it was more an idea for a new Psychotheatrics, because I can see it being useful for wielding 2 weapons at once, or what happens to a PC who has their primary hand damaged with this u have to take out both hands.

never taking any penalty for off hand use.

Admitted it not a powerful 1, but it is useable.
