What about bidding ? Where players can control the narrative by winning a blind bid. I think there are a bunch of games that use that with tokens. The only thing would be divorcing that from numbers, swapping 'x tokens' for abstract representations, allowing them to chose what they bid... Rats, I've come back to rock paper scissors, back to the drawing board.

Edit: rereading the thread, it seems there have already been suggestions similar to this.

I'm contemplating something like the questionnaire from Hollowpoint; instead of saying "your character has X traits", the game gives you a list of X questions to answer, and each one gives you a trait. So you have a finite limit on character traits, but it doesn't explicitly involve numbers.

So you could do it similarly here. You give them questions, they answer what they want to, they can burn the answers in a conflict to get their way. Something like that.

I also do which isn't much, but it's enough for me.

My wife is an artist and my house has been infested with children for several years. As such, I was looking at the cards from Candy Land (red, yellow, orange, green, blue, purple) and either a hot vs cold or colour wheel mechanic.
When all you have is a gun that fires windows, every problem looks defenestratable.

uses adjectives: boldly • carefully • cleverly • forcefully • helpfully • impressively • precisely • thoroughly • quickly • quietly

Maybe something like that, but without dice.
