lookinf or terralogicus and astrologicus

I agree.

Cross-platform would also be a plus. (python maybe?)
i have found java apps to be really resource-intensive.
I am not too familiar with programming in anything but BASIC, and not very good at that. (I've never done any graphics with it)

The ability to export maps to jpg or bmp would be nice for printing, or import to something like rptools.

There is a "forgotten realms" interactive atlas that does a fairly good job in its limited way, but it is specific to faerun. And it's pretty big.

Hmmmm. Python is ok but then you still have to draw onto something. I'd imagine the best way to be cross platform is to get it to run in a browser. Flash is the best create-you-own-graphics system for online. There are ways to draw straight onto the screen but it's no good in IE. Which, sadly, is most of the web still.

Technology has moved forward! Your best bet now is HTML5 with a Canvas object the new media tags.
