I've got an old idea kicking around for something that could qualify as both "Fantasy-Punk" and !a better living through necromancy" (although the "better" part is arguable, given that its also "punk".
Anyway, before I start...
Is the 24 hour thing about doing it all within a single 24 hour period, therefore I choose to either sleep or have an extra 8 hours or so on the writing? Or is it that I can only use 24 hours, but they can be spread around, say writing 2 hours a day for a fortnight (with one day off per week)?

It's the former. Most of the 24 hour RPGs are put together in 6-16 hours based on what I've seen and read. Some only get as little as 4 hours of work into a game in the 24 hour period.
Ben as per the 24 hour RPG rules, it is 24 hours in total. If you want to sleep during that time, it's up to you. You can't get the time back when at lunch. It makes it hardcore.
I'm setting aside a whole weekend so I can start Friday night, go through to late in the night, quick sleep and plough through to saturday night. Recover on Sunday.
